& You Why should
your company be concerned with RP1162 compliance?
The answer is clear: protection against fines. The federal
government wants to be sure that all homes & businesses within
a pipeline "footprint" understand what their rights and
responsibilities are in the event of an incident.
With heightened focus on possible threats to US security, it's
important that all people within your pipeline footprint know who
to contact in the event of an emergency.
Fines as high as $100,000 for first-time offenders is another
reason. It's also why you should give serious, immediate
attention to RP1162 compliance, and understand what is required of
you, the pipeline operator. |

What is
RP1162?
RP1162 is federal legislation concerning public awareness of
pipelines and the pipeline industry. It is applicable to hazardous liquid pipelines, as well as natural gas transmission and distribution pipelines and gathering systems.
RP1162 mandates certain notifications and awareness-building on
the part of pipeline operators. It is designed to
better-inform the general public, plus government officials and
emergency response units along pipeline routes.
What is Required?
To stay compliant in 2006, operators must accomplish several key
steps in their customer communication process:
1. IDENTIFY all homes and
businesses that fall within their pipeline footprint (1/2 mile in
all directions).
2. COMMUNICATE emergency
procedures, plus local and toll-free numbers to call in the event
of an emergency.
3. CONFIRM that all affected
parties are notified on an ongoing basis about changes in the
notification process.
Best Practices
Operators are encouraged to build relational databases of all
affected parties. This will facilitate ongoing updates and
additions to the affected homes and businesses. Direct mail
is the #1 contact method, because it can reach 100% of the
affected homes and businesses, and is totally accountable as to
penetration.
Why Choose Pipeline Direct?
Pipeline Direct will create, print and mail your notification
letters for $0.39 per affected home or business. This
includes the letter, envelope and Standard Class Postage. It
also includes
proof of mailing and certification of compliance with
RP1162. Mapping / mailing list selection is additional.
Color printing is an additional $0.10 per unit.
It is our contention that operators should focus on the task at
hand - compliance - and meet the requirements of RP1162 with as
little out-of-pocket expenditure as possible. Our programs
meet the need quickly, easily - and affordably.
